BACKGROUND

A government organisation required support to procure future defensive cyber capabilities within a complex and highly secure environment.

This work formed part of a broader effort to strengthen cyber resilience and ensure capability aligned with evolving operational needs.

The organisation needed to address a problematic prior procurement while ensuring continuity of critical cyber services. At the same time, requirements were evolving, the environment was highly regulated, and procurement needed to balance pace, risk and long-term capability outcomes.

SOLUTION

Evolve provided strategic procurement support to ensure both continuity and enhancement of defensive cyber capabilities. This included assessing the prior procurement, conducting a tailored options analysis and engaging stakeholders to evaluate potential approaches.

Based on this, Evolve developed a strategy to extend the existing contract, enabling a smoother transition while maintaining service continuity.

Evolve then designed and led a competitive procurement process, developing all tender documentation and managing the process through to bidder engagement, resulting in five invited suppliers.

The work created a viable and competitive procurement, attracting greater market interest and strengthening the organisation’s ability to secure future cyber capability.
