The Real Challenge Behind Aerospace and Defence Ramp-Up

Increasing production isn’t just about adding capacity. It’s about creating an end-to-end supply chain that can scale with confidence while remaining agile when demand changes.

The biggest challenge facing the aerospace and defence industry isn’t simply increasing production. It’s ensuring the entire supply chain can respond together.

Demand is rising, governments are committing to long-term defence investment, production targets are increasing, and manufacturers are under pressure to deliver more, faster. But ramping up production isn’t simply a question of adding more people, more machines or more factory space. It depends on the ability of the entire supply chain to respond as one.

Today, suppliers are being asked to invest in capability before future demand is guaranteed, while OEMs can’t increase production until that capability already exists. Everyone’s looking for greater certainty before making the next move but waiting for certainty slows the whole system down. It is, in many ways, a Catch-22.

Why ramp-up decisions stall

This is where the industry conversation needs to change. Too often, production ramp-up is presented as a manufacturing issue. In reality, it’s an end-to-end supply chain challenge. Organisations don’t simply need more capacity. They need the visibility, planning and operational discipline to increase production with confidence, knowing that suppliers, systems and processes can respond together rather than independently.

Recent research from ADS, GIFAS, BDLI and Roland Berger* illustrates the disconnect. More than 70% of aerospace companies say they feel well prepared for production ramp-up, yet one third also acknowledge that their industrial and supply chain setup isn’t adequately prepared for next-generation programmes. Despite progress, 55% continue to experience significant supply chain disruption and only half have successfully embedded recognised operational best practices.

Those findings aren’t contradictory. They highlight the difference between individual organisational readiness and supply chain readiness. An aerospace programme relies on hundreds, sometimes thousands, of suppliers. If one third of organisations believe their industrial and supply chain setup isn’t adequately prepared for the next generation of programmes, that’s a signal that production ambitions depend on strengthening capability across the wider ecosystem, not just within individual businesses.

Production readiness isn’t determined by the strongest organisation in the supply chain but by how well the whole supply chain is able to respond together.

Greater visibility and stronger coordination won’t remove uncertainty altogether, but they do give organisations the confidence to make better investment and planning decisions despite it. Ultimately, production can only increase if the wider supply chain is ready to support it.

The problem isn’t capacity alone

That confidence comes from treating the supply chain as one connected system rather than a series of separate functions. Planning, procurement, manufacturing and logistics all influence one another, and improving one area in isolation rarely delivers lasting results.

Without that coordination, additional investment risks creating more complexity rather than more capability. Production constraints simply move from one part of the supply chain to another, creating new bottlenecks instead of removing existing ones.

Building a supply chain that’s ready to scale requires organisations to strengthen the foundations that sit behind production. That includes:

  • Improving visibility beyond Tier 1 suppliers so risks can be identified earlier
  • Strengthening planning across the end-to-end supply chain to give suppliers greater confidence to invest
  • Creating clearer demand signals that reduce uncertainty and support better decision making
  • Embedding consistent operational practices that enable organisations to respond quickly as programmes evolve.

Operational capability becomes just as important as production capability because it determines how effectively capacity can be used when demand changes.

Why operational capability matters

The Roland Berger research reinforces this point. Alongside continuing supply chain disruption, organisations identify workforce capability, investment constraints and limited end-to-end transparency as some of the biggest barriers to successful ramp-up. These aren’t isolated operational issues. They’re signs of a supply chain that’s still working harder than it needs to because information, planning and decision making are not always aligned.

No single organisation can solve those issues alone. They require closer collaboration across OEMs and suppliers, greater transparency throughout the value chain and a common focus on improving how the whole system performs, rather than optimising individual parts in isolation.

Looking beyond production

Investment in people, technology and production capacity will remain essential. But investment alone won’t deliver sustainable ramp-up.

Organisations also need the operational capability to connect planning, sourcing, manufacturing and delivery into one coordinated system that’s able to respond as demand changes.
